Brightness indicator not showing 100% or below ~30%

First of all, the screen brightness buttons (up = fn+Home, down=fn+End) function just right. No problem there. The actual brightness on my screen goes up and down as it ought to.

The only problem is a small nuisance when turning the brightness all the way up or down. For some reason the notification window  (with the nice environmentally friendly cfl bulb even though my screen is LED backlit lol) doesn't "fill" up all the way, nor does it "empty" all the way.

Any help or what the notification program's name is (so I can look for answers myself) would really help.
Anyone else come across this small bug?
